AFPCN contributed to the founding in 2007 of the European Network of National Platforms, whose members are currently Czech, French, German, Polish national platforms. The Basel Agreement defines objectives and operating rules. Participation and organisation of international events and processesExchanges have been conducted during the German presidency (2007-2009), consequently ensuring an active participation of the Network in the implementation of the International Strategy for Disaster Reduction (ISDR), and contributed to represent the European civil society vis-à-vis European and international institutions and events. The network has been instrumental for example in the two sessions of the Global Platform for Disaster Risk Reduction organized by the UN, and in the establishment of the European Forum for Disaster Risk Reduction. In particular, joint responses have been formulated in relation with consultations of the European Commission: among others, for the Green Paper, for DRR strategies (towards EU community and towards developing countries); two proposals have been jointly developed in response to a call of the 7th Framework Program of DG Research; DKKV and AFPCN are jointly involved in the steering committee of the CapHazNet project. In addition, longer term thematic exchanges have been initiated during meetings organized under the framework of the network, by AFPCN (meeting on "Links Between Prevention and Emergency Response" in Divonne late 2007, and RisqUE seminar on "Reducing Risks in a Changing Climate" in Paris late 2008) and DKKV (conference "Disaster Risk Reduction as an Important Process for Adaptation to Climate Change" in Bonn in early 2009, etc.). Following on from these events, various conferences are being scheduled, to punctuate and feed ongoing exchanges between platforms. Programme of exchanges 2010-2011The objective is to support ongoing public actions and research programmes, promoting exchanges between experts and organizations from European countries. In this context, the network of platforms, without proper funding, offers opportunities for exchange and networking among partners in different countries through their national platforms. In July 2009 a questionnaire was sent to the Member platforms. 23 proposals were received, for activities based on exchange across platforms and their partners. The working sessions on 11-12 February defined working modalities so as to ensure appropriate follow-up and monitoring of these proposals. Two proposals were submitted in March 2010 to the "prevention" call of the European civil protection financial instrument. The project "Return on experience for enhanced integrated prevention (Rex-Integrated-Prevention)" was launched on 15 December 2010 (coordinated by DKKV). In parallel, the Czech platform organized exchanges about the flash floods warning systems in the countries of the network. A workshop on the subject was held in Prague on 1-2 November 2010.
