In European countries, disaster risk reduction and emergency response involve different stakeholders, cultures and tools, working together, to preserve the continuity of the risk management chain. How to characterize and enhance cooperation and interaction at all levels? What is the situation today? Are fields of competence clearly defined? Which synergies do exist? Which ones could be further developed and towards which benefits? Where does he lack the most links of cooperation? The situation is thus very different from country to country? What coordination bodies at national and European level? What can we expect from national and European institutions to improve the situation?
With its partners Germany and Switzerland within the European Network of National Platforms for Disaster Risk Reduction (ENNP), the French Association for Disaster Risk Reduction (AFPCN), in collaboration with the Institute for Major Risks (IRMa) has organized a two-day seminar on 5 and 6 December 2007, in Divonne-les-Bains, to discuss these issues. The seminar was supported by the Ministries of Foreign and European Affairs, Interior, Overseas and Territorial Communities, Environment, Development and Sustainable Development (MEDAD) and the Rhône-Alpes regional council. The municipality of Divonne-les-Bains has actively supported the seminar.
To start the debate, representatives from France, Germany, Switzerland, and Italy followed the same framework to present an analysis of the cycle "knowledge, prevention, preparedness, relief, reconstruction". This approach allowed comparisons and open discussion on key issues and ways of progress at the European level. Short films presented the point of view of affected by recent disasters. Risk management for specific hazards (landslides, transboundary river flooding, forest fires) have been compared. A roundtable discussion with representatives of various European countries has been organized to discuss the question of priorities for action to achieve a better reduction of disaster risks, both in the European and national context.
During the seminar, dialogue among representatives from diverse sectors (politicians, experts, technicians, miniterial and private sector representatives) and from various countries provided clear recommendations, as reflected in the final statement and in the proceedings.
